WASHOE COUNTY ANIMAL SERVICES
2014 CODE UPDATE

Washoe County Regional Animal Services is seeking input from the community on proposed changes to the animal control ordinance, Washoe County Code (WCC) Chapter 55. The existing ordinances were last updated in 2005. Changes to animal laws within the state have been made during the past two legislative sessions and the County is required to amend WCC Chapter 55 with those changes. The public input process will lead to an updated set of regulations being presented to the Board of County Commissioners after January 1, 2015.

Informational kick-off meeting
To begin this process, an informational meeting was held July 15, 2014 in order to outline the procedures for animal ordinance changes and provide information to the community. The process for how an ordinance is amended was also reviewed, including the process that will be used for public input.

  • Dangerous dogs
    - Public workshop held Aug. 25
    - Topic scheduled for first reading at the Oct. 14, 2014 County Commission meeting
  • Commercial breeding of animals
    - Public workshop held Aug. 27
    - Topic scheduled for first reading at the Oct. 14, 2014 County Commission meeting, postponed until after Jan. 1,  2015
  • Trap, neuter and release of feral cats
    - Public workshop held Oct. 1
    - Presentation at the Oct. 14, 2014 County Commission meeting, additional discussions following Jan. 1, 2015.
  • Retail sales of animals

    Public workshop held Aug. 27
    - Topic tentatively scheduled for review by the County Commission in early 2015
  • Nuisance regulations (ex. barking dogs)
    - Public workshop held Sept. 29

Proposed code language

  • October 2014: During the October 14 meeting, the Board made the decision to review the public input from all sources and make updates to Chapter 55 once the new Direction for Washoe County Regional Animal Services (WCRAS) is appointed.
  • October 2014: The proposed code language for sections on dangerous dogs and commercial breeding of animals has been updated based on feedback received from public workshops. It also incorporates the majority of state-legislated mandates.These sections were submitted for an initial review by the Washoe County Board of Commissioners at their Oct. 14, 2014 meeting.

  • July 2014: The initial draft of proposed code changes (reflecting state-mandated changes and comments received from the public thus far) is available online here. Please note that the language in this document is a draft only. It is expected to be amended, added to and refined during the public input process, including during the public workshops.
