An Interlocal agreement between the City of Reno, City of Sparks, Washoe County, Washoe County Health District and the Truckee Meadows Fire Protection District was approved Tuesday August 26.. Approval of this Interlocal creates a Regional EMS Oversight Program administered by the Health District for the management, measurement, and improvement of emergency medical services throughout Washoe County.
The agreement became official when the Board of Fire Commissioners approved Truckee Meadows Fire Protection District’s participation in the Interlocal agreement. Reno, Sparks, Washoe County and the Washoe County District Board of Health had already approved the measure earlier this summer. The agreement provides for an EMS Oversight Program, and an EMS Advisory Board to be established under the District Board of Health to compile, analyze, evaluate and recommend response/performance standards, to allow for continuous optimization of the regional EMS system performance and ensure proper patient care. The agreement also provides for the analysis of response data from each of the EMS agency.
The Board of County Commissioners was the first to collectively approve the agreement on June 24, 2014. Then the District Board of Health unanimously approved the Interlocal Agreement for EMS oversight on June 26, 2014. Sparks also voted unanimously in favor of the agreement on July 14, 2016 and Reno approved the measure on July 16, 2014. The final approval of the agreement comes after over fifty meetings occurred to address the REMSA Franchise and EMS oversight issues. An Executive Committee composed of the Washoe County Manager, Reno City Manager, Sparks City Manager, Washoe County District Health Officer, and the President of REMSA met numerous times as did an EMS Working Group which included the Fire Chiefs of the North Lake Tahoe Fire Protection District, Reno Fire Department, Sparks Fire Department, Truckee Meadows Fire Protection District, the Washoe County Sheriff, members of the EMS Executive Committee, and designated staff.
The Interlocal agreement responds to the TRIDATA STUDY recommendations for oversight of the regional EMS system to ensure the EMS system is responsive to community needs and provides high quality patient care. The study was presented to the Washoe County Commission in 2012. The agreement also addresses one of the Washoe County Health District’s Fundamental Review recommendations approved by the Board of Health last year, which called for a collaborative approach to additional EMS oversight.

About Washoe County Health District: The Washoe County District Board of Health, through the Washoe County Health District, has jurisdiction over all public health matters in Washoe County, Nevada. Its mission is to protect and enhance the quality of life for all citizens of Washoe County through health promotion, disease prevention, public health emergency preparedness, and environmental services. The Board of Health is composed of seven members, including two representatives each from Reno, Sparks, and Washoe County, and a physician licensed to practice medicine in Nevada.
